I don't agree that Canada has a chance to get this right. Notwithstanding whether Canada continues to exist, there are certain pre-requisites that make or break a policy process, starting with the policy environment itself. Canada is nowhere near ready to pass credible AI legislation, even if the need is paramount. The necessary critical expertise has not been assembled, nor have participatory frameworks been pursued. Policy that is made by experts, for experts, is exactly why this country is in peril.
